7th CEEQA autumn launch of award categories, jury and nominations, round table discussion on the way forward for the CEE property sector in a post-crisis market place
The 2009 CEEQA Jury, award categories and launch of nominations for the 7th annual CEE Real Estate Quality Awards were announced at a breakfast meeting for business leaders at AleGloria in Warsaw on 21st October attended by more than 100 senior representatives of market leading companies from across the CEE property sector.
With recent signs of liquidity strains easing and fears of a tidal wave of distressed assets receding following a year of deep uncertainty for the CEE markets, one of the CEE property sector’s top lenders warned that while there were some encouraging signs for the markets in recent weeks the casino is not yet open.
Presented by Polish television presenter Monika Richardson and CEE Insight Forum director Richard Hallward the breakfast meeting and awards launch included a CEE Insight Forum debate entitled ‘Through the Looking Glass’ examining the new shapes and patterns in a post-crisis market place. A number of the sector’s top financiers, investors and market operators were present for the announcement. The event was organised by CEE Insight Forum in association with the Financial Times.
A presentation on the projected impact of the EU stimulus package for the construction sector by European Commission head of construction Vicente Leoz Arguelles was followed by a panel debate with senior representatives of German cross-border financer Helaba (Michael Kröger), UK based investment fund Europa Capital (Robert Martin) and German retail developer ECE Projektmanagement (Rafal Twarowski), all major players in the CEE property markets.


The prevailing view among panelists and audience was that, stimulus packages or no stimulus packages, despite recent signs of easing in the credit markets debt finance is still scarce with long term capacity concerns, and despite a strong showing by the region's two core markets during the past 12 months there remains a 'regional profiling' issue, which more dedicated investors might regard inaccurate.
Michael Kröger, Head of Real Estate Finance for Helaba sounded a note of caution about the rising optimism, saying that despite recent headlines about bank profits and signs of returning enthusiasm in the markets, finance capacity issues remained at the forefront following a deep crisis over the past 12 months and the casino was certainly not yet open again. He said that confidence was ebbing back but it was under check.
Robert Martin, Principal of Europa Capital, was critical of the ‘pan-CEE’ perspective taken by some international investors given the different conditions experienced by different national markets in the region, in particular Poland and Czech Republic. He also remarked that the feared wave of distress had not so far materialized, which was a positive, but in any case preferred to talk about targeting ‘motivated sellers’ rather than distressed assets which could have more intrinsic value problems for buyers than economic woes. Another issue raised was the difficulty in establishing yield and cap rate benchmarks in current conditions as there was little activity at prime level and virtually no market for secondary level assets, and what little there was could be getting distorted by unleveraged prices being paid by German Open-ended funds needing to keep their balance sheets rolling.
Rafal Twarowski, Managing Director of ECE Projektmanagement Poland expressed the view that over all development capacity remained a strong positive as market conditions turn and retail development in particular retained strong prospects in Poland and other parts of Central & Eastern Europe. He also expressed the view that with conditions showing signs of improvement it is presently more a sellers' market than a buyers' market.

8TH ANNUAL CEEQA GALA IN PICTURES
7TH CEEQA GALA DINNER & AWARDS CEREMONY: Nearly 600 business leaders from 38 countries attended the 7th annual CEEQA Gala at the Warsaw Royal Castle Kubicki Arcades on 3rd March. The success of the event underlined the underlying momentum of the CEE property sector and raising hopes of a return to business in 2010.

The 7th CEEQA programme commenced with a CEE Insight Forum event on 21st October ‘Through the Looking Glass’ discussing the new shapes and patterns in the post-crisis CEE market place and launch of the 2009 awards, presented by Polish TV presenter Monika Richardson and CEE Insight Forum director Richard Hallward.
The 6th annual CEE Quality Awards Gala in February 2009, presenting awards for performance and achievement in in Central & Eastern European real estate in 2008, provided some benchmark victories and a few surprises in the award categories. Television presenter Monika Richardson hosted the awards ceremony among a stellar line up of entertainment through the evening including exceptional performances by 80s legends Bananarama, young Polish stars Aufiofeels and contact juggler Kamil Dzilinski "Dzielny"
The CEE Insight Forum event preceding the awards gala (TROPICAL STORM2: Global economic crisis and the CEE property markets) attracted more than 150 guests, regional investors, developers, financiers and consultants were joined by Anatoli Annenkov (EBRD) and Jan Cienski (Financial Times) in a powerful debate on challenges and opportunities for the market chaired by George Leslie (KPMG).
